Procedure for documenting entry and stay of foreign citizens on the territory of the Chukotka Autonomous Region

The Government of the Chukotka Autonomous Region intending to facilitate entry into the territory of the Chukotka Autonomous Region, provides a procedure for obtaining permit documents enabling free entry into the region territory.
The resolution of the Russian Federation Government of July 04, 1992 # 470 approved a list of the territories with a regulated entry for foreign citizens. Additionally, the resolution of the Russian Federation Government of December 27, 1997 # 1641 included the Chukotka Autonomous Region into the List of the Territories of the Russian Federation With a Regulated Entry for Foreign Citizens.
Pursuant to the orders of the Russian Federation Federal Security Service of April 14, 2006 # 155 and of September 10, 2007 # 458, the territory of the Chukotka Autonomous Region is subjected to certain boundary regime regulations.
On the basis of the said legal instruments the territory of Chukotka introduced a procedure regulating entry of the foreign and stateless citizens into the territory of the Chukotka Autonomous Region.
This procedure is established by the
Agreement #132 of June 01, 2009 between the Office of the Governor and the Government of the Chukotka Autonomous Region, from the one side, and the territorial federal executive bodies authorized to regulate entry into the territory of the Chukotka Autonomous Region, from the other side, on cooperation in preparing the documents regulating entry and stay on the territory of the Chukotka Autonomous Region.

Procedure for issuing permits to enter the territory of the Chukotka Autonomous Region.

1. Job-related entries of foreign and stateless citizens into the territory of the Chukotka Autonomous Region.

If you intend to invite foreign employees to work on the territory of the Chukotka Autonomous Region, you need to send a request (Annex 1) to the Office of the Governor and the Government of the Chukotka Autonomous Region. In addition to the filled request form, you need to furnish a cover letter on the letterhead of the inviting organization containing its full title and address.

Please find attached a request for entry/stay into/on the territory of the Chukotka Autonomous Region (specify the municipal unit/district/and the settlement (city, town etc.) of the citizens (citizenship)(specify number of applicants) for the period from ......... to ........ .

Purpose of stay: indicated in conformity with the Order of the RF Ministry of Foreign Affairs, RF Ministry of Internal Affairs, RF Federal Security Service of 27.12.2003 # 19723А/1048/922 On approval of the Travel Purpose List Used by the Authorized Governmental Bodies of the Russian Federation When Issuing Invitations and Visas to Foreign and stateless Citizens.

A person in charge of the stay of the citizen(s) (citizenship) on the territory of the Chukotka Autonomous Region is (person in charge/official of the inviting organization)

Signature (of the head of the organization, official, sole proprietor, individual) in charge of providing guarantees of financial, medical support and lodging for a foreign citizen for a period of his/her stay on the territory of the Chukotka Autonomous Region, observance of the border regime regulations, the regime of stay (residence) in the Russian Federation, established procedures of registration and work regulations applicable to foreign citizens).

In addition, it is necessary to furnish the following documents:

for a Russian legal person

·   a copy of the certificate of entry into the Unified State Register of Legal Entities;

·   a copy of the certificate of registration in the tax authority

for a foreign legal person

·   a copy of the branch opening certificate and a copy of its accreditation certificate

for a sole proprietor

·   a copy of the certificate of entry into the Unified State Register of Sole Proprietors;

·   a copy of an identification document and a document confirming the place of registration of the sole proprietor

·   a copy of the certificate of registration in the tax authority

The period of stay of the foreign and stateless citizens on the territory of the Russian Federation in this case shall not exceed the period of the work contract concluded for a period not exceeding one year.

2. Entry of foreign and stateless citizens into the territory of the Chukotka Autonomous Region for personal visits.

if you would like to invite a foreign citizen for a personal visit, you need to send a request (Annex 2) to the Office of the Governor and the Government of the Chukotka Autonomous Region. Please note that the period of stay of foreign and stateless citizens on the territory of the Russian Federation shall not exceed 90 days.

3. Entry of foreign and stateless citizens into the territory of the Chukotka Autonomous Region for tourist travels.

If you would like to invite foreign citizens in touristic purposes, you need to send a request and an application (Annex 3) to the Office of the Governor and the Government of the Chukotka Autonomous Region.

Important information on submitting requests to the Office of the Governor and the Government of the Chukotka Autonomous Region.

·   Requests and other necessary documents may be communicated by regular mail, fax or e-mail  (vezd@chukotka.org);

·   The request must be signed by the applicant; it has to be sealed (for organizations);

·   If the request is communicated by fax or e-mail, the original hard copy must be furnished too; otherwise, even if the entry is agreed with the competent federal authorities, the applicant will not be issued the permit documents for entry of the foreign citizens into the territory of the Chukotka Autonomous Region;

·   If you invite foreign citizens from far abroad, their given and last names shall be written in Latin letters (as in their passports).

After the request is delivered to the Office of the Governor and the Government, it is communicated to the territorial federal executive bodies authorized to agree entries into the territory of the Chukotka Autonomous Region.

After completion of the necessary agreement procedures the applicant receives (personally, by fax or e-mail with mandatory delivery of the original hard copies) a letter signed by the Vice-Governor of the Chukotka Autonomous Region approving/denying the entry and the entry permit (unless the foreign citizens plan to stay in the city of Bilibino),

The inviting side submitting a corresponding application (request) to the name of the Governor of the Chukotka Autonomous Region may be denied entry of the foreign citizen into the territory of the Chukotka Autonomous Region, or the entry of the foreign citizen into the territory of the Chukotka Autonomous Region may be shifted to a later date on grounds and in conformity with procedure established by the current laws. Appeals against the actions (inaction) and decisions of the governmental officials shall be submitted in a legally established manner.

In case the entry is agreed, the foreign citizen has a right to enter the territory of the Chukotka Autonomous Region only in time specified in the entry permit. Within three days after arriving to the region the foreign citizen shall apply to a territorial subdivision of the Federal Migration Service in Chukotka for registration, where his/her entry permit has to be deposited. The main documents that a foreign citizen shall carry while in the border zone, are:

1. a document identifying the foreign citizen in the Russian Federation as stated in the Federal law of July 25, 2002 # 115-FZ On Legal Status of Foreign Citizens in the Russian Federation;
2. the tear-off part of the notice of arrival.
