Flag of the Chukotka Autonomous Region

Article 1. General Provisions

The flag of the Chukotka Autonomous Region (hereinafter the Flag of the Autonomous Region) is the official symbol of the Chukotka Autonomous Region as a subject of the Russian Federation.

Article 2. Legislation on the Flag of the Autonomous Region

Legislation on the Flag of the Autonomous Region is composed of the present Law and other regulatory acts of the Chukotka Autonomous Region adopted in accordance with the Constitution of the Russian Federation and the Charter of the Chukotka Autonomous Region.

Article 3. Purposes of establishment and usage of the Flag of the Autonomous Region

1. The purposes of establishment and usage of the Flag of the Autonomous Region are as follows:

1) Education of civic consciousness and respect toward historical memory, traditions, ethnic and cultural identity of the peoples living in the Chukotka Autonomous Region;

2) Consolidation of accord among the peoples, civil peace and mutual understanding in the Chukotka Autonomous Region.

2. Usage of the Flag of the Autonomous Region in the purposes of a forced change of the fundamentals of the constitutional system and violation of integrity of the Russian Federation and instigation of social, racial, national and religious strife is prohibited.

Article 4. Description of the Flag of the Autonomous Region

1. The Flag of the Autonomous Region represents a square cloth of blue color with a white triangle, of which the base faces the pole and the corner is pointed at the center of the cloth. The center of the white triangle locates the symbol of the State Flag of the Russian Federation in a yellow ring.

2. The image of the Flag of the Autonomous Region is similar on both sides.

3. Description of the symbol of the Flag of the Autonomous Region, schematic image and color image of the Flag of the Chukotka Autonomous Region are established as stated in Appendices 1,2,3 to the this Law.

Article 5. General requirements to production and usage of the Flag of the Autonomous Region

1. Graphic and proportional compliance to the description approved by this Law shall be ensured at production of the Flag of the Autonomous Region.

2. The following rules shall be observed at simultaneous hoisting of the State Flag of the Russian Federation, the Flag of the Autonomous Region, the flags of the municipal entities of the Chukotka Autonomous Regions and organizations:

1) At simultaneous hoisting of an uneven number of flags the Flag of the Autonomous Region shall be on the right from the State Flag of the Russian Federation; the flags of the municipal entities of the Chukotka Autonomous Region shall be on the left from the State Flag of the Russian Federation and on the right from the Flag of the Autonomous Region, if faced;

2) At simultaneous hoisting of an even number of flags the Flag of the Autonomous Region shall be on the right from the center and the flags of the municipal entities of the Chukotka Autonomous Regions shall be on the left from the State Flag of the Russian Federation and on the right from the Flag of the Autonomous Region, if faced.

3. At simultaneous hoisting of the Flag of the Chukotka Autonomous Region and the flags of the municipal entities of the Chukotka Autonomous Region the following rules shall be observed:

1) At simultaneous hoisting of an uneven number of flags the Flag of the Autonomous Region shall be at the center;

2) At simultaneous hoisting of an even number of flags the Flag of the Autonomous Region shall be on the left from the center, if faced.

4. The size of the flags of the municipal entities of the Chukotka Autonomous Region shall not exceed the size of the Flag of the Autonomous Region.

5. The Flag of the Autonomous Region can be hoisted in sign of mourning. Herewith a black band, the length of which shall be equal to the length of the cloth of the Flag of the Autonomous Region shall be secured on the upper part of the pole (the mast) of the Flag of the Autonomous Region. In sign of mourning the Flag of Autonomous Region can be half-masted.

6. The flags of the municipal entities of the Chukotka Autonomous Region cannot be identical to the Flag of the Autonomous Region. The Flag of the Autonomous Region cannot be used as a heraldic basis of coats of arms, flags and emblems of the municipal entities of the Chukotka Autonomous Region and those of organizations.

Article 6. Official usage of the Flag of the Autonomous Region

1. The official usage of the Flag of the Autonomous Region is its placement:

1) On rewards and badges to the Titles of Honor of the Chukotka Autonomous Region and the certificates to them;

2) On badges of deputies of Duma of the Chukotka Autonomous Region;

3) On buildings of the governmental authorities of the Chukotka Autonomous Region and their structural subdivisions;

4) In convention halls of the governmental authorities of the Chukotka Autonomous Region;

5) On certificates and business cards of Governor of the Chukotka Autonomous Region, deputies of Duma of the Chukotka Autonomous Region and other persons taking duties of a public position of the Chukotka Autonomous Region;

6) On vehicles carrying Speaker of Duma of the Chukotka Autonomous Region and Governor of the Chukotka Autonomous Region;

7) On buildings and in convention halls of the local authorities of the Chukotka Autonomous Region.

2. The Flag of the Autonomous Region can be hoisted at solemn events and ceremonies held by governmental authorities of the Chukotka Autonomous Region, local authorities of the Chukotka Autonomous Region and organizations to celebrate state and other holidays, as well as at family solemn events.

Article 7. Unofficial usage of the Flag of the Autonomous Region

1. Unofficial usage of the Flag of the Chukotka Autonomous Region is reproduction of its image or other usage of it by organizations in corporate symbols, on seals, stamps and official letterforms, trademarks, service marks and other instruments of visual identification of goods, works and services in advertisement and for other purposes.

2. Unofficial usage of the flag of the Autonomous Region is not permitted if it contradicts the purposes of establishment and usage of the Flag of the Autonomous Region, as defined by Article 3 of this Law.

Usage of the Flag of the Autonomous Region as an instrument of visual identification and advertisement of goods, works and services, if advertisement of these goods, works and services is prohibited pursuant to the legislation, is not permitted.

3. Unofficial usage of the Flag of the Autonomous Region in commercial purposes without permission is not allowed. Unofficial usage of the Flag of the Autonomous Region might be limited by regulatory acts of the Chukotka Autonomous Region.

4. Permit for unofficial usage of the Flag of the Autonomous Region is issued for a period of up to one year and might be recalled earlier due to circumstances prohibiting unofficial usage of the Flag of the Autonomous Region, as defined by Clause 2 of this Article.

5. Procedure of issuing permits for unofficial usage of the Flag of the Autonomous Region is defined by resolution approved by Governor of the Chukotka Autonomous Region pursuant to this Law.

Article 8. Procedure of usage of the Flag of the Autonomous Region

1. The Flag of the Autonomous Region shall be hoisted:

1) On buildings where sessions of Duma of the Chukotka Autonomous Region are held, on offices of Duma of the Chukotka Autonomous Region, Governor of the Chukotka Autonomous Region, Government of the Chukotka Autonomous Region, executive governmental bodies of the Chukotka Autonomous Region, Representation Office of the Chukotka Autonomous Region Under the Government of the Russian Federation and local authorities of the Chukotka Autonomous Region – at all times;

2) On office and residential buildings at the days of national holidays and memorable events.

2. The Flag of the Autonomous Region of corresponding size shall be placed on vehicles carrying Speaker of Duma of the Chukotka Autonomous Region and Governor of the Chukotka Autonomous Region at protocol welcome procedures.

3. The Flag of the Autonomous Region shall be present:

1) In conference halls of governmental authorities of the Chukotka Autonomous Region;

2) In personal offices of Speaker of Duma of the Chukotka Autonomous Region, Governor of the Chukotka Autonomous Region, head of the Representation Office of the Chukotka Autonomous Region Under the Government of the Russian Federation, Chairperson of Election Committee of the Chukotka Autonomous Region.

The Flag of the Autonomous Region can be present in personal offices of Vice-Governors of the Chukotka Autonomous Region, Plenipotentiary Representative of President of the Russian Federation in the Chukotka Autonomous Region, heads of executive authorities of the Chukotka Autonomous Region, Public Prosecutor of the Chukotka Autonomous Region, judges of the Chukotka Autonomous Region, heads of the municipal entities of the Chukotka Autonomous Region.

4. Desk flags of the country represented by foreign delegations and those of the Chukotka Autonomous Region are used at protocol meetings and negotiations between the official delegations of the Chukotka Autonomous Region and foreign delegations.

Article 9. Liability for non-compliance to the requirements of the Law herein when using the Flag of the Autonomous Region

1. Citizens, government officials of the Chukotka Autonomous Region, local authorities of the Chukotka Autonomous Region and organizations are liable for non-compliance to the requirements set forth in this Law when using the Flag of the Autonomous Region.

2. Individuals committing desecration of the Flag of the Autonomous Region and those using the symbols of the Flag of the Autonomous Region in purposes contradicting those defined in Article 3 of this Law, bear administrative liability in accordance with the Law of the Chukotka Autonomous Region # 69-OZ of June 06, 2008 “On Administrative Liability for Breach of Laws and Other Regulatory Acts of the Chukotka Autonomous Region, the Regulatory Acts of the Local Authorities of the Chukotka Autonomous Region”.
